State/Province tokens are not working as expected in address settings for billing address

            - In civicrm/admin/setting/preferences/address?reset=1 set state_province_name token (to display full state names)
            - Craete an event and register for that event as a user
            - Enter an address for the billing details and continue
            - On confirmation page billing address section, state is empty

          • How it should work:
            state_province_name token, when used, should display full state/province name for billing address too

            Description

            In civicrm/admin/setting/preferences/address?reset=1
            state_province and state_province_name tokens are defined.
            But when 'state_province_name' token is used, the state is empty when 'Billing Address' is displayed(example, during Event registration on confirmation page)
