Urls with parameter in an email don't work

      Description

      In an email, we added this link:

      <a href="https://twitter.com/intent/tweet?text=%23OralDisease%20is%20the%20most%20common%20and%20preventable%20of%20%23NCDs.%20An%20urgent%20response%20is%20needed%20if%20we%20are%20to%20achieve%20%23SDG3%20by%2030." target="_blank">Share</a>
      

      But the extern/url.php file rewrite it like this:

      https://www.ourdomain.org/sites/all/modules/civicrm/extern/href=%22https://twitter.com/intent/tweet?text=%23OralDisease%20is%20the%20most%20common%20and%20preventable%20of%20%23NCDs.%20An%20urgent%20response%20is%20needed%20if%20we%20are%20to%20achieve%20%23SDG3%20by%2030
      

       

        A manageable solution is to use a service like bit.ly or tinyurl.com
