Automated installer doesn't detect zero tables in Drupal database

      Description

      I ran through the new Drupal-PHP5 installer. I got the database entries backwards, that is, I put the name of the Drupal database in the CiviCRM field, and the name of the CiviCRM database in the Drupal field. My bad. However, the installer went ahead and created the tables in the Drupal database anyway. I believe it should detect that the Drupal database was empty, and not go ahead.

      (I believe I fixed my problem by deleting civicrm.settings.php and then re-running the installer.)
