Send Mailing - Modify Wizard Steps to Simplify and Reduce Form Sizes

Given the addition of on-screen composition, the "Mailing Content" form in the mailing wizard has gotten too large and complex. Also, Step 1 only has 1 field and can be merged.

The modified step numbers / titles and element changes are as follows:

1. "Select Recipients"

• Move "Mailing Name" field to this form above the recipient selection fields.

2. "Track and Respond"

• Move all fields in the existing Tracking and Responding fieldsets (formerly in Step 3 - Upload.php) into this new step/form.

3. "Content"

• This form now only has the "Content" fieldset elements.
• Separate into 3 fieldsets: "Addressing" (from fields), "Body", "Header/Footer" (Once we get "compose" working, I can play w/ layout a bit more.)

4. "Test"
(no changes)

5. "Schedule or Send"
(no changes)
