Move profile and custom data to a different area on administration page and add short cut for profile

Right now profile creation and management is on the administration screen in the configure submenu. This does not really make sense since the other items on that submenu are all things that really are global settings, whereas profile management is a part of day to day operations. If it has to be on the administration screen, I would put it under manage where it makes more sense semantically.

However, I also think it would really be helpful to add a shortcut to profiles to the sidebar menu or a submenu. You could make a header of civicrm and then have find contact, import, manage groups, manage profiles underneath it, since this would parallel the sidebar structure for civievent, civicontribute, and civimember

Also, along the same lines I would think about moving custom data.
