Configure Available Recurring Contribution Frequency Choices

Allow administrators to configure the recurring contribution periods offered on a Contribution Page. Currently, if recurring contributions are enabled - users are able to pick almost any frequency (e.g .every 3 days, every 5 years etc.). Some sites my prefer to limit these choices to keep things simpler. Some other products restrict choices to: Every month, Every 3 months, Every year.

We'll need to determine whether this is a Global Setting or configurable at the Contribution Page level.
