CiviEvent still counts 'Cancelled' and 'No-shows' in the Total Participants

            Description

            CiviEvent still counts 'Cancelled' and 'No-shows' in the Total Participants, thus causing cancelled registrations tostill take up a spot toward the 'Max participants.'
