ACL rule makes (non mailing) group usable for mailings

            Description

            Groups, not marked as mailing list group type, wich are made editable or viewable for an ACL rol are also visable and usable for that ACL rol in setup a new CiviMail mailing,

            It has the strange effect that the admin user has only the groups marked as mailing list group type in his mailing setup and the ACL rol has al the other groeps (used in acl setup).
