CiviMember dashboard shows wrong counts and bad date values

            Description

            1. Noticed that the count of members in the civimember dashboard includes "test members". This is wrong, since the search that it links to does not include test members

            2. The search dates are wrong from months that do not have 31 days . Please avoid hardcoding things like this in the code since it is a BUG
