Checking 'Primary location for this contact' does not switch the primary location indicator

On trunk, r12336:

1. Create a new contact with two locations
2. Edit it and check the additional location's 'Primary location for this contact' checkbox, then save.

Expected result: The additional location becomes the contact's primary location.
Actual result: Nothing changes.
