Minimum "Other Contribution Amount" is not being enforced if it is set to 0.00

Setting the minimum contribution amount (/civicrm/admin/contribute?reset=1&action=update&id=1&subPage=Amount) to 0.00 should prevent contributors from entering Other Amounts less than 0.00 (e.g. -1.00). Currently, negative values are accepted with this setting.
