Description
Dojo Tooltip does not display for the following screens (dependent on screen resolution):
1. CiviContribute>>Import Contribution
2. CiviMember>>Import Members
3. CiviEvent>>Manage Events
4. Administer Civicrm>>Global settings>>Payment Processors
5. Administer Civicrm>>Global settings>>Debugging
Tooltip block disappears when mouse is not hovered over the Help icon. This is different from the prior behavior and is problematic. Tooltip block needs to stay visible so user can click links in the help text and/or copy and paste help text. Two ways to do this (either would be ok):
1. help block disappears when user mouse-clicks somewhere OTHER than within the help block
2. add a clickable [x] (close window symbol) in upper right corner of block, help block closes when user clicks this symbol

Replaced existing "tooltip" with dojo Dialog Tooltip widget. This widget has an explicit arrow pointer - click to open. The pop-up remains open until the user clicks an area of the browser window outside of the pop-up. Links in the pop-up are clickable and users can copy / paste text from the pop-up. Fixed in r14047. The new widget appears to display properly in FireFox regardless of size of content and width / resolution of browser window.
Tested & Verify in r16178
Dojo tooltip not appearing in the above mentioned pages due to unavailability of enough space at the right hand side of the tooltip icon.
