CiviEvent is exporting iCal with GMT based on unreliable server settings

            Description

            CiviEvent exports iCal using the server time/timezone. However, this is often erroneous.

            A nonprofit in New York may have a webhost out of California. When the user types in a date it is GMT-5, but CiviCRM thinks it is GMT-8 and exports the incorrect time into the iCal feed.

            There needs to be a way to define, within CiviCRM, a default timezone so CiviEvent can, ah, play well with others.
