Add / Edit Activity Form: Case select field should not be included if contact has no cases created

      Description

      Case select field in the Activity add/edit form uses a dojo comboBox. If there are no Cases created for the contact - the comboBox is present but no values are retrieved when user types in the box. This is confusing.

      Add logic to check if there are cases for the contact before creating the dojo select field.
