Description
If there are no premiums in the system, then the Premiums section initially appears in the Record Offline Contribution page for an individual. If you click on the '+' icon, then the Premium section disappears.
To recreate delete all premiums from the CiviCRM configuration, go to an individual record, select Contributions tab, click Record Offline Contribution.
Correct behaviour should probably be to hide the Premiums section on the first page load if there are not premiums.
