Request that Pay later option can trigger an e-mail with payment instructions (which can serve as an invoice too)

At the moment if you register in an event using pay later you don't receive an e-mail until your payment is received and the pending status is set to confirmed (or registered - I can't remember)

Ideally someone who registers with the pay later option would receive an e-mail that could be configured to include pay later details (such as where to send a cheque or internet banking & serve as a GST invoice)
