Description
If there is no membership type present, Creating new contribution page throws a fatal error for "membership" step:
"Sorry. A non-recoverable error has occurred.
You need to have at least one Membership Type to enable Member Signup"
Ideally if there is no membership type present, it should NOT allow to enable membership section (but shouldn't throw the fatal error).
