Deselecting "Communication Preferences" does not stop it from being displayed

            Description

            Installing on Drupal, both on my test machine Debian 'Etch' (vanilla) and on my webhost Zen Internet (UK based using I believe redhat?). I have deselected "Communication preferences" in the "Site preferences" area as I want a stripped down interface and have no need for it. On both installations it still persists in "Summary" view. Keep up the good work.
