Incorrect behavior with Pay Later 0ption, using Paypal Express

            Description

            1. Configure Contribution page to use "PayPal Express".
            2. Enable "Pay Later" option.
            3. When do test-drive and check "Pay Later" option, user is redirected to Paypal site.
            Expected behavior: User should go to next step and not PayPal site.
