Reply-to does not check for content-type of email message

The problem is: tools/amavisd-new/amavisd-new-2.5.2/amavisd (line 17668) where we just extract the body and send it over to civimail

I think we should change the protocol and send the entire message over and then just attach the message to the reply-to email which we forward to the list owner

We need to first reproduce this issue reliably before we implement the fix. I suspect outlook 2007 or an email html client might be out friend here.
