Should CiviCRM use drupal_add_css and drupal_add_js

            Description

            IMHO CiviCRM should just use the above functions to add the css and js regardless of page URL. This way the files can be aggregated and compressed. This will decrease page load times for civicrm, with only a minor impact for non-civicrm pages.
