custom data edits result in default (zero/no) entries for non-entered data

This is in the context of use in a political campaign- editing custom data on a person's record results in all unfilled in fields being filled in. In the case of yes/no fields, it auto enters "no" and in numerical fields auto enters "0". Unmarked fields edited through the administrative interface simply be left blank.
