Description
1. Go to Administer CiviCRM → Global Settings → Localization and change the user language to hi_IN.
2. Go again to Administer CiviCRM.
3. The first four groups of options (with translated names) do not have links to the sub-screens.
Expected behaviour: The group names are kept translated, but the options actually appear.
