Allow control of phone_type options through interface

It would be great to have the ability to control the phone_type select list through the Administer > Option Lists interface.

Options are currently defined in the db table and in Core/SelectValues.php. We've had a need to define additional options, such as "Direct," "General," "Toll Free," etc.
