            Description

            NOTE: Based on a test I did today on trunk (r15495), the Send Mailing Preview is broken - the Preview window was empty (my mailing had only HTML content - in case that is part of the issue).

            Users need to be able to see the complete mail message - both in the Preview and when they click "View Complete Message" from the Mailing Reports (e.g. http://sandbox.civicrm.org/civicrm/mailing/report?reset=1&html=1&mid=4 ). Modify these features so that the header and footer content selected for the mailing are pre-pended / appended prior to rendering the windows.
