Switching language for a non-admin user denies access to most of CiviCRM

            Description

            When switching languages in 2.1, if the switcher is not a Drupal admin person (or has access rights limited in some other way), switching the language makes the user not be able to access most (all?) of CiviCRM pages.

            Check the sandbox for an example - the demo user shouldn't change languages (while the admin user can).
