Make case subject unique across all of the contacts

      Description

      It seems that the case subject has to be unique across all of the contacts. It as agreed that the case subject will be unique only for given 'Related to' contact. at the moment it is possible to create two cases with the same subject for two different people and than it is impossible to edit them as civicrm reports duplicate case subjects.
