Creating ACL roles is very unintuitive

            Description

            Creating ACL roles is currently very unintuitive. I'll have semi-technical users managing these for their organizations, so it needs to be easier to know how to set them up. I can't even figure out what all should go in this form (see attached screenshot).

            Additionally, the label wrapping makes the labels not line up w/ their controls. This will confound my users.
