Remove Joomla Component Menu (replace with our new navigation menu bar)

Replace the static Joomla component menus with our navigation menu. User selects CiviCRM from Joomla component menu and then uses navigation menu from there. Nav menu is properly permissioned, customizable and reflects enabled components.

Also adding a small CiviCRM logo to the top of the lefthand column (since we're hiding the Joomla component title bar to reclaim some additional vertical space on the page).

It would be nice if the Joomla component menu/submenus reflected which CiviCRM components were enabled. Currently they display components regardless of whether they're enabled/disabled.

Also, CiviMail is missing from the submenus.
