Allow Edit action for reserved option values

As per discussions on -team - there's no point in hiding the Edit action on reserved option values (we should hide only Disable and Delete ones), while not-hiding them means they can be localised by multi-language users.

Enable the Edit option for all option values.

• • • The 'name' column in civicrm_option_value should be automatically populated from the 'label' column value EXCEPT for rows where is_reserved is TRUE. For these rows, the 'name' column should NOT be changed on updates.
