"Your activity is a bit suspicious, hence aborting" error when valid html is entered for message template

Here's the following code that I attempted to input. I attempted to remove part of it to figure out what is causing the problem but it isn't making any sense. I can narrow it down to just one section, but then if I input just the suspicious part, with the surrounding code, it doesn't throw an error.
