empty CIVICRM_GOOGLE_MAP_API_KEY should not display the "Map this Address" link

            Description

            Currently when viewing Contact Summary we see the link
            "Map this Address" for a primary location.

            However when we click this link it tries to contact the Google servers but since there's no Google Maps API key it produces an error.

            If we check the smarty template for an empty "google maps api key" we could
            display a differnt link than "Map this Address" and instead link it with
            To Map this address please check "<link to google maps api>".
