            Description

            Create a native PHP solution for handling the CiviMail return channel (a replacement for the current AMaViS and imap2soap Perl solutions).

            This solution should fulfil U.S. PIRG's requirements from http://wiki.civicrm.org/confluence/display/CRM/USPIRG+Project+(Phase+2+in+CiviCRM+v2.2)
