State Country selector fails in Joomla 1.5 front end

            Description

            CiviCRM 2.1 Stable ; Joomla 1.5.4

            I already reported this under CRM-3586 with beta 4: the status reads 'resolved' - still fails for me. As well as CRM-3585 the issue is not resolved.

            Any pages at Joomla front-end fail to engage Country/State selector:

            1) Contribution (Memberhip sign-up) page with "Sign-up on behalf of organization" option checked.
            2) Contact Edit window launched from Dashboard.
