Add the language selector block for multi-lang installs to the Joomla blocks

            Description

            The block was added before 2.1.0 was released, but it turned out to spew tons of notices on all CiviCRM pages.

            The fix would be to uncomment the proper line in CRM/Core/Joomla.php and make sure this doesn't spew the notices.
