View Change Log link on the bottom of contact view pages should be hidden with the Change Log is disabled in Site Preferences

            Description

            Currently if you disable the "Change Log" checkbox under Site Preferences >> Viewing Contacts, the Change Log tab disappears (as it should). However, the link - View Change Log - in the lower right hand corner of the contact/view pages is still visible. In this condition, clicking on that link has no effect since the log tab is disabled. The link should be hidden when "Change Log" is disabled.
