View change log link still present after disabling

If viewing the Change Log is disabled in Global settings, the tab disapears on contact profile pages, but a text link in the bottom right remains visible. When you click this text link the contact page reloads without showing the change log.

Either:
a) remove text link at the bottom whenever the tab is disabled
b) keep the text link but when you click it allow the change log to come up

Thinking about it, b) might actually fit user needs well. Change log may not be something that a lot of people want to take up screen real estate with, but just have available for infrequent use.
