Upgrade to 2.0 fails if civicrm_custom_group.name longer than 35 chars

            Description

            If the value in the name column of civicrm_custom_group (or in the title column if name is null) is longer than 35 characters, upgrade from 1.9 to 2.0 fails because the generated symbols for FK constraints exceed the MySQL maximum of 64 characters.
