"on hold" does not prevent sending email

      Description

      Marking a contact email address as "on hold" does not stop email from being sent to that address.

      I understand the functionality works when using CiviMail, but it doesn't seem to work when just sending email to a group through the core application.

      I've tested it on my own systems and on the demo site.
