Passwords not sent to new users when they register for a Drupal account during Membership Signup

Passwords are not being sent to new users when they register for a Drupal account. The Drupal settings indicate a password/username should be sent by email, but it doesn't seem to be sending. We get the $0 contribution "receipt" but no password.
