Urls that are displayed in help text should be absolute

            Description

            URLs in on-screen messages, which are being displayed on "Configure Contribution Page" screen and supposedly also in other places: only the path is being displayed there, while whole URL should be displayed.

            Other places include CiviEvent help texts.
