PCP should be shown when accessed by administrator from PCP admin/approval screen

            Description

            Testcase:

            1. Go to PCP admin screen (civicrm/admin/pcp?reset=1), you need to have at least one PCP which is in "Needs Review" state.
            2. Click on "Page Title", you will get "This Personal Campaign Page Needs Review" fatal.

            Expected behaviour is to allow administrator (person with "Administer CiviCRM" permission) to see the page, so the actual review can be made. Anonymous/other users should still not be able to see the pages in "Needs Review" state.
