Joining on Behalf of Oganization doesn't work

A new feature announced for 2.1, was that an individual could signup on behalf of an organization. The individual then is supposed to have permission to edit their organization, with a relationship as employee of the organization.
This test shows they don't have permission to edit their organization, and in Drupal are shown as having no relation to the organization, even though in CiviCRM they are an employee.
Thus, there is no way to join organizations as members.
