CiviCase: Add component id to admin interface for creating and editing Activity Types

Non-core activity types need to be identified by the component that they belong to. Add this property to the edit form and selector.

For now, we'll allow user to select either Core or CiviCase as the Component - if CiviCase is enabled AND they're not editing a reserved activity type. Otherwise the Component field is hidden.
