title attribute for start and end dates on event information page doesn't use localised date format

Localised time and date formats don't seem to be picked up by the little "tool tip" window that is shown when hovering over the start/end dates on the "Event Information" page.

I could reproduce the issue in the sandbox by configuring all the "Localization" and "Date Formats" to Australian settings, so the brief date/time format should be "dd/mm/yyyy, hh.mm(a|p)", but it still shows up as "yyyy-mm-dd - hh:mm:ss", see attached file.
