time related event discount not defaulting to the default

When creating an event on the sandbox with an early payment discount I found that when trying to register the default fee was not selected in the radio button - http://sandbox.civicrm.org/civicrm/event/register?id=6&reset=1

I was trying to check for a different error on the sandbox which I have on my site where events I copied are skipping the redirect to paypal stage but since my original event which was copied was prior to 2.1 I can't test fully and I didn't fnd the error . It does seem like maybe users should be blocked from copying pre 2.1 events due to the change in the way location is stored ( ie I created many duplicate locations without realising)
