Joomla - Activation Email is not send for users created via Profiles

1. Use profile for Contribution page. ( Enable Create CMS User feature )

2. Perform Contribution and create new CMS user. Joomla site is configured to created users using activation email. But when user create is created via CiviCRM, no email is send and he can directly login to the site. (He is enabled by default)

We need to fix this behavior. User creation in CiviCRM should follow same process as Joomla User Registration. i.e if site is configured to create users via activation email, then CiviCRM should also do the same.
