Membership Signup On Behalf Of Should Log Activity Under Individual

When an individual signs up for a membership on behalf of an organization, an activity should get logged under the individual as having done this. Also, there should be an insert into civicrm_membership_log record with the individual's contact id as the modified_id (in 2.1 the organization's id is the modified_id, I don't know about 2.2)
