Description
1. Create a simple SQL table with first_name, last_name and country.
2. Insert a row with any names and a country outside the ones enabled in your CiviCRM install.
3. Try to import from that table.
The import will point out that there is an error in the data and offer a 'Download Errors' link, but the link redirects to dashboard instead of generating the CSV file.
