Fuzzy dedupe rule being used on all contact edit/inserts

            Description

            According to the documentation at
            civicrm/admin/deduperules?reset=1&action=browse
            only strict rules are used when a contact is edited/inserted. However it appears that both the default strict and default fuzzy rules are being used. It's only the non-default fuzzy rules that are ignored (i.e. non-default fuzzy rules are only run manually).

            I think the documented way is the way to go. All fuzzy rules should be ignored during edit/insert/import.
